Britain is one of the most watched societies in the world – but why exactly do we have so many CCTV cameras? The police say they are crucial in solving and preventing major crimes. But the Tonight programme has learnt that more and more councils are aiming them at motorists, helping generate millions of pounds from fines.

Now the government has appointed its first ever regulator of the CCTV industry to determine how best to use the cameras.
